This is a seasonal full-time permanent position working a minimum of 6 months per year. During peak operational periods, the incumbent will be requ! ired to work scheduled overtime as directed by the immediate supervisor. Such overtime may occur for consecutive weeks but is normally seasonal in nature.
The Classing Office is responsible for Cotton Programs operations, which include classification of cotton, collection and dissemination of market news on cotton, statistical procedures incident to quality estimates of cotton production, and establishment and maintenance of cooperative relations with the cotton industry.

The incumbent assists the Area Director (AD) and Budget Technician (Admin Asst), by providing support in the following areas:
Reviews detailed cost listings issued from NFC to ensure accountability of all revenues and expenditures.
As directed, develops computer reports to track user fee services performed, billed, received, and transmitted to lockbox; delinquent accounts; and appearance of revenue, when revenue appears on the Daily Transaction Report.
Creates computer spreadsheets to produce reports and compile data for various purposes, such as budget, user fee billing, tag lists, accounts receivable and travel.
Exercises considerable judgment i! n interpreting and applying regulations and guidelines to administrative and program activities based on a thorough working knowledge of AMS, Cotton Program, NFC, and other procedural instructions and memoranda.
Assists with administrative problems and recommends solutions relating to personnel, space, property, equipment, and supplies.
Assists and instructs seasonal employees in the use of information technology equipment, including the operation of input terminals, and all automated or computerized equipment.
Maintains a "clean" system by deleting errors and making corrections; deleting and adding records as necessary; assigning specific operations for various specific reports generated by the computer system.
Receives applications for employment; interviews and assists in selection of applicants for seasonal employment; follows established personnel procedures in employment of seasonal classers, HVI operators, laborers, and seasonal fi! eld representatives.

EDUCATION
GS-4: Successful completion of two years above the high school level in any field.
GS-5: Successful completion of four years above the high school level in any field.

GENERAL EXPERIENCE AT THE GS-4 GRADE LEVEL: Applicants must have one year of progressively responsible clerical, office, or other work ! that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE AT THE GS-5/6 GRADE LEVELS: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors.
Examples of qualifying experience at the GS-4/5/6 Grade Levels include, but are not limited to:
Providing telephone and receptionist services
Maintaining records
Repairs office equipment
Filing material and maintaining office filing system
Providing general office support to management
In addition to the specialized experience above you also need to have the following specialized experience to qualify at the GS-6 Grade Level:
Creating and monitoring the travel sch! edule and arrangements and time and attendance for office personnel
COMBINATION OF EDUCATION AND EXPERIENCE AT THE GS-4/5 GRADE LEVELS: Applicants may have combinations of successfully completed education and general/specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. THERE IS NO EDUCATION SUBSTITUTION FOR THE GS-6 GRADE LEVELS.
Special Conditions:
As a condition of employment, a background investigation may be required for this position.

Subject to satisfactory completion of one year probationary period.

Written, oral, and interpersonal communication skills
