Work involves making facility inspections, conducting orientation meetings for applicants, and working with the community to enhance child care and child development. The position interacts routinely with Texas Department of Family and Protective Services staff, representatives from various organizations, and general public.

Essential Job Functions:
Evaluates new applications and childcare facilities to issue licenses and registrations. Monitors licensed and registered childcare facilities, documents compliance or noncompliance with standards using agency forms, and notifies childcare providers of required corrective or adverse actions being taken. Investigates complaints, serious incidents and reports in licensed, registered, and unregulated childcare facilitie! s. Provides training and technical assistance to child care pr! oviders on issues related to minimum standards. Provides information to and solicits information from parents, providers, and the general public about licensed and registered childcare. Responds to emergency complaints of abuse/neglect in licensed/registered and illegal childcare operations. Performs other duties as assigned and required to maintain unit operations. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts. Attends work regularly in accordance with agency leave policy.
Knowledge Skills Abilities:
Knowledge of Texas laws relating to regulation of childcare, child abuse/neglect, and immunization of children. Skill in effective verbal and written communication. Skill in establishing and maintaining effective working relationships. Ability to initiate and participate in enforcement of regulations concerning child care facilities. Ability to evaluate facility's operations in relation to! Department guidelines for management of childcare facilities. Ability to work with diverse groups of people with conflicting goals and priorities with tact and diplomacy. Ability to operate basic office equipment including, fax and copy machines, and camera/AV equipment.
Registration or Licensure Requirements:
Applicants for positions which require, as part of the essential functions of the job, driving a motor vehicle, must have a reliable motor vehicle, and acceptable driving record for the past five years, and a current, valid Texas drivers license appropriate for the vehicle and passenger or cargo load. Applicants must provide proof of driving record and license.
Initial Selection Criteria:
- Child Care Licensing Inspector III: Graduation from an accredited four-year college or university OR currently employed as a Child Care Licensing Specialist/Inspector III OR one year previous experience as a Child Care Licensing Speci! alist/Inspector in Texas Department of Family and Protective Services. ! •Child Care Licensing Inspector IV: Two years cumulative Child Care Licensing Specialist/Inspector experience AND currently employed as a Child Care Licensing Inspector III AND have received Child Care Licensing Advanced Specialist/Inspector Certification OR currently employed as a Child Care Licensing Inspector IV OR previous experience as a Child Care Licensing Specialist/Inspector IV in Texas Department of Family and Protective Services. •Child Care Licensing Inspector V: Fours years cumulative Child Care Licensing Specialist/Inspector experience AND currently employed as a Child Care Licensing Inspector IV AND have received Child Care Licensing Advanced Specialist/Inspector Certification OR currently employed as a Child Care Licensing Inspector V OR previous experience as a Child Care Licensing Specialist/Inspector V in Texas Department of Family and Protective Services.
This position may be filled at any level from a CC! L Inspector III to a CCL Inspector V. The starting salary range is $2,403.25 to $3,020.92 per month and will be based on the qualifications of the selected applicant. Factors such as education and experience may be considered when establishing the starting salary. The starting salary for former agency employees and employees transferring directly from other Texas state agencies may exceed the range above; however, the starting salary for this position may not exceed $4,604.83 if filled at the highest classification.
Applicants for this position who are screened and selected for further consideration are required to complete an on-line assessment as part of the hiring process. Applicants must pass the on-line assessment to be eligible to progress through the process and may receive an interview. If the applicant fails/does not pass, the applicant will not be selected for an interview. The applicant must wait 6 months to re-take the assessment test. The applicant wil! l receive an e-mail providing instructions on how to proceed. The subje! ct of the email is "State of Texas DFPS Pre-Employment Test". The assessment is web based and may be completed from any computer with internet access. Please refer to the systems requirements page for more information at: http://starktalent.com. It is confidential and takes approximately two (2) hours to complete. The user will receive a password, known as a "token", that will allow him/her to complete the assessment during multiple sessions. Please note the password will expire after five (5) days and candidates with incomplete assessments will not be able to move forward in the process. This position may be filled within a mobile unit. Newly hired DFPS employees in eligible positions will be assigned a DFPS cellular phone.
